Brief of Police Report; Daniel Pavon left with Sebastian on May 25, 2007 to Mexico. The Police knew Daniel left to Mexico with his son to Mexico, but they said they could not do anything and there was no abduction since there were no court orders or agreements of custody in place.

Sebastian Pavon Cuellar was kidnapped in Mexico City by Samantha Lowry on December 3, 2007 in violation of a Settlement Agreement Contract, agreed, signed, notarized and executed the same day and in presence of United States Consul, United Kingdom Consul, United kingdom Vice Consul, Mexican Notary Public, Director of Family of Secretaria de Relaciones Exteriores along others.
Samantha Lowry is in Violation of U.S. Federal Code Title 1204 U.S. 18 : International Parental Kidnapping.
The father of Sebastian Daniel Pavon Cuellar has not heard anything from Samantha Lowry or her attorneys on the where abouts or safety of Sebastian Pavon Cuellar. Samantha Lowry has been aided and abetted mainly by her attorney Joe D Milner who is now also a suspect on the murder of the Father of Daniel Pavon on February 8 of this year.
Daniel is very concern on the health and safety of Sebastian, especially when Samantha, her family and Milner used a new born to obtain illegal profits.
But also by the actions of Samantha Lowry since the birth of Sebastian, her neglect and abuse to Sebastian was a risk to Sebastian life.

Daniel Pavon said: “Samantha Lowry did not want her own son, not even for Sebastian to carry her last name. Samantha placed Sebastian in several ways at risk of dead and since birth, some of her actions included purposely overfeeding Sebastian until he will vomit, then turn him upside down grabbing him from his feet making Sebastian choke with his own vomit, even after one time Sebastian stop breathing, even with the warning of the pediatrician this could cause his dead, Samantha kept doing it, Samantha also refused to give any medical attention to Sebastian, refused to give Sebastian the required vaccines and used her own son to profit careless of his safety, even when her actions were destroying his life.

Samantha Lowry kidnapped Sebastian careless of the mental harm that will create to him, and what is worst, changing all that Sebastian was used to, from his food, usual faces, language, schedule, usual surroundings simply because Samantha, her family and attorneys did not want to lose the money they had obtain illegally.” Daniel Pavon added, “I have never spend a christmas with my own son, and I am especially concern of the safety of my son, by knowing he is near Joseph Lowry accused of abuse to a minor child in the past and brother of Samantha also the one who aided on the kidnapping of my son”

We request to the British Autorities, British Embassy, British Consul, Parliament Member Meg Munn and Anne Snnelgrove to help Daniel Pavon Cuellar and Sebastian Pavon Cuellar with the same effort they had taken when Daniel was wrongfully accused of kidnapping his son for the purpose to steal all the property and assets from him and his family, because at that time, no agreement, no custody orders were in place, not even court proceedings, but also, Daniel Pavon was doing all he could possibly do to return to the United States. Today, there is a valid agreement in the best interest of Sebastian Pavon Cuellar, do not aloud this harm to continue against a poor and innocent child. Do not aloud Justice to be delayed. DANIEL PAVON CUELLAR FILES COMPLAINT WITH INTERNAL AFFAIRS OF AUSTIN POLICE DEPARTMENT AGAINST THE CRIMINAL ACTS OF AUSTIN POLICE DIRECTOR ANDREW WESTBROOK.

Daniel Pavon Cuellar has officially filed the complaint with Internal Affairs of the Austin Police Department against Andrew Westbrook criminal acts.
Andrew Westbrook is the former Police Director of Austin Police Department for the South area in Austin Texas.
Andrew Westbrook was a Friend of Samantha Lowry, who they had met on Sixth Street on or around October of 2006, Andrew Westbrook knew Samantha Lowry was an illegal alien in the United States at the time and he is the one responsible who placed illegal and ungrounded warrants against Daniel Pavon. Andrew Westbrook committed around 18 Perjuries in his Three Pages affidavit to make for the false Warrants and for the purpose to obstruct justice and the ability for Daniel Pavon to enjoy from his rights, privileges and making impossible for Daniel to return to the United States or be present or heard in Court. Andrew Westbrook committed the crime (along others) of aggravated perjury.
Andrew Westbrook even changed the testimonies of other police officers and the making of lies and omissions to be able to make for the False warrants and justice be denied.
Westbrook is in violation of the U.S. Constitution and in Conspiracy Against Rights under the Color of Law
Internal affairs of Austin, Texas from the Austin Police Department has received over 300 documents that evidence the criminal acts, perjuries, omissions, obstruction of Justice and conspiracy against rights of Andrew Westbrook, including a Deadly threat from Westbrook against Daniel Pavon where after filing for the two false Warrants against Daniel, Westbrook said :

“ Once caught, he will NEVER see the light of the day”

Along the criminal acts of Westbrook includes aiding criminal Samantha Lowry in several ways, including placing Samantha and 8 other people inside Daniel Pavon Cuellar Homestead, when Andrew Westbrook knew Samantha Lowry no longer lived there and Daniel had filed for trespassing charges. The Actions of Westbrook resulted in the illegal possession of all Real and Personal property, even all the personal documents of Daniel Pavon. Such documents that are personal and confidential have already been used in fraud by the Lowry Family and her attorneys. But also the Theft of 1732 Original Fine Art Paintings including the onews at DAPACU.COM
Westbrook omissions included non disclosure of all the attempts of Daniel to return to the United States since early June of 2007, the non disclosure of facts made possible the warrants to be issued, even that Daniel Pavon and Sebastian were stood up in Laredo Texas on or around June 3, 2007 when Samantha was suppose to bring their travel documents of Daniel Pavon and his son Sebastian (she had stolen) for to them to be able to enter the United States.
The false Warrant was requested by Westbrook on June 8, claiming Sebastian was Missing and Westbrook apparently withholding all emails and other evidence from FBI and U.S Attorney Anthony Brown.
Westbrook also has intercepted up to date any reports Daniel has filed with the Austin police department, including for criminal mischief, theft, kidnapping and trespassing.
The Lowry Family had claim (In writing) to have burned 1200 Fine art paintings of Dapacu, from the collection of 1732 Fine art Paintings, the remaining 500, Milner firm, the fraudulent attorneys claim to have started the sale, illegally and in violation of Law.
Furthermore, Samantha Lowry had moved out by her own choice out of the Homestead of Daniel Pavon, even when Westbrook knew and was part of Samantha´s AFFIDAVIT and even after Daniel had filed police reports on Early June for trespassing, Westbrook intercepted all those reports and even if Westbrook knew Samantha broke in through a large window (Samantha claims two police officers stood next to her as she threw a large rock through Daniel Pavon Homestead window).
Westbrook was also the one to contact the News and he assign himself to the case, his actions have resulted in the theft of absolutely all the property of Daniel Pavon, even the theft of the homestead it self, and all his personal documents.
Westbrook continue up to date to aid an protect these criminals and making impossible for Justice to be served.
Westbrook appeared on the Austin American Statement Newspaper as been one of the top ten officers in the Austin Area using force in his arrests, Andrew Westbrook is not only a proven criminal, but a risk to all residents, citizens and visitors of Austin, Texas.

Anthony Brown was the one who had granted the False Warrant against Daniel Pavon on June 18, 2007.

Samantha Jennifer Lowry Gets Pregnant Again.

Samantha Lowry posted this photo on a site in the internet to show Daniel Pavon Cuellar she is pregnant again and only a few months after the Kidnapping of Sebastian.
This woman with a very perverse and sick mind used her own son Sebastian to obtain millions of dollars by fraud and deception, then used and manipulated the United Kingdom Government, the United States Government and Mexican Government to attack the whole Pavon Cuellar family internationally and based on false statements of the Lowry Family, and Samantha´s firend Andrew Westbrook. At the same time, her Fraudulent attorneys; Milner Firm, Jeremy Morley, Bratton and Bratton, Minton Burton Foster and Collins firms were keeping secret suits in Austin Texas, to take all the property and assets from the Pavon Cuellar Family without notice, without their knowledge even out of jurisdiction and without grounds. Two completely frivolous suits. Samantha Lowry and her attorneys were able to steal the homestead of Daniel Pavon against the U.S. and Texas Constitutions, even his personal documents, his clothes against the Law, also 1732 Fine Art Paintings by Dapacu, but also from the parents of Daniel their bank accounts, 2o acres of land already auctioned and much more without notice or servcie

Brief history of the Dates:

Raul Pavon files a police report against the murder attempts of the Lowry members. His last letter to police said "hurry before you have to investigate a homicide"
October and November 2007: Samantha Lowry starts defamation and slander against the Pavon Cuellar Family publicly and starts threats by email against Guadalupe and Raul, including deadly threats.
December 2007: Samantha Lowry Kidnapped Sebastian in Mexico aided and abetted by Joe D Milner, Joseph Lowry and Tristan Nind.
January 2008, Guadalupe and Raul Pavon Cuellar go to Austin, Texas in the United States and Deliver the evidence of the crimes of Milner Firm, Jeremy Morley, Bratton and Bratton, Minton Burton Foster and Collins firm, Mike Techow and Lowry Family along others. Suddenly the attorneys cancel court hearings and Pavon depositions.
February 2008: within days after the Pavon´s return to Mexico, Raul Pavon was murdered.
Immediately thereafter, the Pavon Cuellar family receives Dead threats if they will go to the United States, also an email sent to Daniel Pavon (only 5 days after the murder) from Terrence Michaels of the United Kingdom which refers to the Lowry Mob.
April 1 2008 Milner Firm, Jeremy Morley, Bratton and Bratton, Minton Burton Foster Collins firm Auction a property of 20 acres of Raul Pavon against the U.S constitution and against the valid settlement agreement contract.
Part of the money is given to Samantha Lowry.
Samantha gets pregnant on April of 2008, but, some people believe her pregnancy shown by the photo may be at least 11 weeks along. What do you think?
