This letter was send by Raul Pavon to the PGR in Mexico City after several attempted murders of the Lowry MOB in Mexico and Raul Pavon had already filed a report against them. This letter was shortly before he was murdered and after returning from Austin, Texas and delivering the evidence (Which never made it to court).
